The Finance Committee considered SENATE BILL NO. 53 "An Act                                                                     
making appropriations, including capital appropriations, supplemental                                                           
appropriations, and appropriations to capitalize funds; and providing                                                           
for an effective date" and recommended it be replaced with                                                                      
                                                                                                                                
             CS FOR SENATE BILL NO. 53(FIN) "An Act                                                                             
             making and amending appropriations, including                                                                      
             capital appropriations, supplemental appropriations,                                                               
             and appropriations to capitalize funds; ratifying                                                                  
             certain expenditures; and providing for an effective
